Restrictions on the use of flame retardants in the district of Columbia

The U.S. district of Columbia recently passed a series of measures to limit the use of two phosphorus flame retardants in products. The new law will be implemented in 2 phases from 1 January 2018.

In 2011, the district of Columbia implemented the human and health protection act of 2010 (D.C. law18-336; The SAR official code: § 8-108.01, etc.) ", banned three kinds of polybrominated diphenyl ethers (PBDEs) technology the use of the mixture. It also limits the use of bisphenol A (BPA) and tetrachloroethylene in certain products, but these chemicals are not flame retardants. These three PBDEs are:

Octa-bde (octa-bde)

10 brominated diphenyl ether (Deca - BDE)

On March 17, 2016, the mayor of the district of Columbia signed the b21-143 ban on the use of cancer-causing flame retardants in 2016, which became law. The new law is the D.C. Act 21-336, which limits the use of three (1, 3-dichloro-2-propyl) ester (TDCPP) and triphosphate (2 - chloroethyl) ester (TCEP) in all products. The effective date depends on the product category, which will be implemented on January 1, 2018.

The new law has some exemptions, including:

The products purchased or acquired by March 1, 2016.

A motor vehicle or its replacement parts or replacement equipment.

Low desktop and notebook computers, audio, video equipment, computer, wireless phone, game controller, combined with interactive software for the screen and its associated peripherals hand-held devices, cable, adapter and other connected devices.

A storage medium, similar to a CD used by interactive software.

The new law authorizes the mayor to require the manufacturer to issue a certificate of compliance (COC) to prove that the product meets the bill. The certificate must be issued within 45 days of the request.

Under the laws of the district of Columbia, the measures already passed will be approved by congress for 30 days before becoming law, and will be released on the district gazette in the district of Columbia.

After several administrative districts all over the United States, including the federal government, Maryland, Minnesota, New York and vermont, the district of Columbia is now control phosphorus-containing flame retardants used in consumer products.
